AdapTech Corporation specializes in test equipment (GPETE- SPETE) and shipboard electronic system repair and calibration. AdapTech currently has a staff of approximately 60 people providing a variety of services to the U.S. Navy, Air Force and USMC. These personnel provide Type III and Type IV calibration laboratory support, including repair services of electronic, physical, and mechanical test equipment and systems. AdapTech is also staffed with Shipboard Instrumentation and System Calibration (SISCAL) qualified personnel that perform gauge calibration for electrical, temperature, pressure, speed, and electromechanical control systems for U.S. Navy vessels and integrated Gas Turbine power plants. Other personnel provide services that range from minor component repair to major system overhaul of ship and shore systems. A representative sample of GSS Program Summaries includes:

  • GSS was the developer and manufacturer of the SICPS-V4 system under contract to CECOM. This contract called for up to 525 Standard Integrated Command Post Shelters. More than 500 have been delivered.
  • GSS produced the Patriot Radar Shelters, ECS/CRG shelters and TRC-170 Shelters for Raytheon Company for delivery to Greece.
  • GSS has completed several programs where it designed and manufactured custom designed C-130 loadable trailers. One of these programs included 9 trailers that met the shielding and HEMP requirements of MIL-STD-188-125. These trailers were the first aluminum structure trailers to meet the performance requirements of this demanding specification.
  • GSS designed and fabricated two 20-foot ISO shelters for the US Army DTSS HVMP program. These shelters are mounted on modified 5-ton FMTV vehicles and include high-speed printing and paper cutting equipment, which can produce up to 5000 hard copy maps per day.

Program Approach
GSS's corporate philosophy and business structure ensure that each customer's requirements are carefully considered and executed from proposal phase to final product. GSS routinely provides its customers with complete and detailed program management and technical data support. GSS management carefully monitors program status, and understands the importance of continuously conveying clear and accurate program status to the customer. While every program has unique requirements, a typical approach to a program is as follows:

Shelter Design and Layout
GSS prepares a fully integrated system design with respect to environmental service conditions, functional performance requirements, human engineering and safety requirements, while paying particular attention to space, weight distribution, center of gravity, and power requirements. In addition, GSS designs power and signal feed through panels such as those for power, radio frequency signals, base band data and voice signals. The nucleus of the design centers around 3D model created in AutoCAD. Engineers use the 3D geometry for conceptual layout, checking interfaces between component candidates, human factors studies, and weight/center of gravity optimization. Detail designers use the 3D solid model to extract standard orthogonal views and create manufacturing drawings, eliminating the need to recreate geometry in two dimensions.

Heating/Cooling Analysis and ECU Equipment Selection
GSS performs the necessary analyses factoring the total equipment heat dissipation, solar load, ambient operating temperatures, humidity, conduction, ventilation and personnel requirements to arrive at a recommended environmental control system.

Electrical Power Requirements Analysis and Conceptual Design
GSS investigates all electrical loads in order to develop an accurate representation of the electrical system requirements. Once this baseline has been established, the necessary analysis for load balancing, electrical component sizing, environmental compliance and electrical design optimization is performed. The baseline design is also reviewed for its feasibility with respect to design synthesis, producibility, parts usage and maintainability.

Electrical Power Generation/Distribution and Installation Design
GSS develops a complete electrical system that includes, but is not limited to, power generation, power distribution, power monitoring & control, lighting system (normal, emergency and blackout), grounding/bonding, cable management, EMI/RFI filtering, surge suppression and power & signal cabling. GSS develops sub-assembly configurations and raceway routing that compliment the overall design in areas such as human factors compliance and RFI/EMI minimization within the shelter.

Finite Element Analysis (FEA)
GSS performs static and dynamic finite element analyses, concurrent with the development of the design, in order to verify that all components and structural members will survive the shock, vibration, mobility and nuclear blast and over pressure requirements of the system. GSS uses Algor, Inc Accupak/VE structural analysis software. Algor Accupak functions alone, or within and alongside a multitude of popular CAD modelers such as Pro-E, Solidworks, Mechanical Desktop and others. Accupak can perform linear static analysis, linear dynamic analysis, mechanical event simulation, and evaluation of non-linear material properties. Engineers use this data to analytically predict the shock and vibration response for the system. This may reduce or eliminate the need to physically test hardware.

Weight Analysis and Center of Gravity Computation of Shelter System
GSS performs a weight analysis to determine the system center of gravity of the shelter and prime mover based upon equipment weights and location.

Integrated Logistics Support
GSS conducts a reliability prediction and from that data prepares a Failure Modes Effects and Criticality Analysis (FMECA) for the shelter system and all equipment installed by GSS, including purchased items. GSS prepares the provisioning files for all GSS supplied equipment. Both of these items may be provided in final government format as Logistics Support Analysis (LSA) records using a validated MILSTD- 1388-2B database. They may be provided on magnetic media, which will permit easy incorporation into system files. GSS also prepares Operating and Maintenance procedures for all installed equipment. Finally, GSS conducts Safety and Human Factors analysis as a part of the overall engineering effort. By selecting GSS as the single source for the shelter sub-system, subcontractor interface problems will be eliminated and a seamless, coordinated system integration effort can be undertaken. The use of our extensive experience and capabilities will result in a total system solution that is both low risk and effective.

GSS is an organization member of the ASTM Sub-Committee EO6.53, Materials and Processes for Durable Rigid Wall Relocatable Structures (Shelters), and as such has helped to create ASTM Specifications for the industry. GSS complies with all of the ASTM Specifications related to in-house processing of panel components, and purchases its materials to ASTM Specifications, as appropriate.

MEI engineers at the Naval Base Ventura County (NBVC) provide in-service engineering test and evaluation for surface warfare combat systems and subsystems, unique equipment, and related expendable ordnance of the Navy Surface Fleet. MEI is supporting the NSWC PHD MK612 guided missile test set testing program for the STANDARD

Missile family. MEI provides MK612 GMTS round level test development and software engineering for USN and Foreign

Military Sales. MEI is actively involved with the ongoing development for the STANDARD Missile Next Generation Test Set that will eventually replace the MK 612. We are a major force driving STANDARD Missile 3 Transition To Production efforts including development of an interim production test set. MEI is the operating contractor for the National Hover Test Facility (NHTF) and we have many engineers with extensive backgrounds in Kill Vehicle Integration and Test. MEI engineers were the lead integration and test engineers for all three of the Miniature Sensor

Technology Integration (MSTI) satellites. MEI also served as integration and test lead for the NASA JPL Deep Space 1 spacecraft, Vegetation Canopy Lidar, QUICKTOMs, NSTAR, and ORBVIEW 3 spacecraft.

Test and Evaluation. MEI engineers have played key roles in kinetic energy interceptor tests beginning with the Delta 181 space intercept test in 1989 and including the Army and Navy LEAP flight tests and all of the Navy Standard Missile BMD variants. MEI developed, operates, and maintains the Aegis BMD Missile Defense Communication and Operations Node (MIDCON) facility, used during MDA test events to receive, process, fuse, and transmit ballistic missile track data. MEI is involved in all aspects of mission planning and execution including: defining mission objectives; developing test plans and requirements documents; performing mission analysis; deploying hardware to test sites; executing the missions; and providing post-mission analysis and reports. Our engineers are leading MDA/KEI Targets of Opportunity (TOO) experiments. MEI analysis of these TOOs laid the foundation for the KEI Terrestrial Testbed acquisition program. To date, MEI engineers have planned, executed and analyzed over 45 live-fire missions for various program sponsors.

Sensors. MEI has significant capability in multi-spectral sensor technology. We have several engineers nationally recognized for their capabilities in IR sensor test facility development and operation as well as sensor testing, calibration, and algorithm development. MEI plays a critical role in the development and test of the Aegis BMD Kinetic

Warhead (KW) IR sensor. MEI is also designing, building and demonstrating a IR camera with custom optics for NAVAIR. MEI also leads the test and assessment of the Japanese Quantum Well Infrared Photo-detector (QWIP) sensor technology for missile defense applications. MEI led the calibration effort at the AEDC and will be leading performance assessment efforts at the KHILS facility at Eglin AFB.

Software. MEI develops and operates customized mission planning and performance analysis tools. MEI also jointly developed and currently operates and maintains the BMD Engagement Coordination System (ECS) software recently prepared for Iraq deployment to support wartime operations by fusing multiple sensor tracks into an integrated track for improving accuracy. MEI has also developed algorithms for track discrimination of multiple objects in the radio and infrared frequencies. MEI engineers, working hand and hand with Raytheon, provide independent software evaluation in Tucson, AZ, for Navy missile and test equipment projects.

Program Engineering. MEI possesses significant talent and capability in program management and program engineering. MEI has developed tools and processes that collect, sort and display critical programmatic information for extremely complex programs. MDA has several related programs with thousands of schedule events that are integrated within MEI tools.
